Lviv Media Forum has published a study on the state of Ukrainian media during the full-scale war titled "Under the Pressure of War: Challenges and Needs of Media in Ukraine." The analysis covers the period from late February 2022 to July 2024.
This work is a comprehensive attempt to answer a pressing question: What is the true cost of three years of full-scale war for Ukraine's media sector - and what will it take to restore and sustain it?
In 2025, for the first time, the data from this study was integrated into the World Bank's RDNA (Rapid Damage and Needs Assessment) in the Telecommunications, digital and media section. The decline in media revenues has been more significant than the average across other sectors of the economy. This marks a significant step toward ensuring that the needs of Ukraine's media sector are considered in the strategic planning of international financial and institutional recovery support.
Key findings include:
"This study is the first to systematically document the large-scale losses and transformations experienced by Ukrainian media of various types and from different regions as a result of the full-scale war. Thanks to its interdisciplinary approach, the research provides an objective picture of the current state of the media sector, which can be used by both Ukrainian and international partners to develop support policies. It also identifies the media's priority needs - from funding to psychological support for staff - and, through data, lays the groundwork for the sector's recovery and development, including the integration of media into national recovery programs. Moreover, it offers a long-term vision for ensuring the resilience of Ukrainian journalism amid a prolonged crisis," - Olha Bilousenko, Head of the Research Department at Lviv Media Forum.
